Some secrets are probably necessary and good. Some secrets are secrets because the light of day has a way of exposing the truth.

Indeed, hence the need for classified document. In the case of Reagan's presidency, Executive Order 12356 allowed the government to more easily keep secrets, especially about national security. It helped hide their activities under Project Democracy by letting more information be marked as secret. This helped Reagan's administration because it legally protected their covert operations and allowed them to keep secrets for a long time. However, this meant the public was left unaware of many government actions.
